Paterson late yesterday denied 3 percent wage hikes to 13,000 non-union state employees, saving an estimated $20 million a year.I don't have an MBA...but I know for a fact, that you don't SAVE anything by not agreeing to an increase. Instead, you avoid the increase. In order to SAVE something, you have to reduce.
